A Techno-Economic Digital Age Revolution for Arab Region’s Advancement
“As demonstrated throughout the text, mainly because of war conditions in Iraq and the relatively large population to energy income in Algiers, the Arab World is presently divided, more or less, into have and have-not oil rich and poor countries in the ratio of about12: 88%. By all measures and indices of U.N. and modern developed nations’ economy, both segments are classified as under developing countries. Major reason is the lack of utilization of modern R&D-based techno-economic plans, i.e., only about 0.2% of Arab GDP is spent on R&D. The absence of: unity, industrialization, the minimum of cooperation and coordination and the many local and foreign conflicts, some of which led to foreign wars, are also main factors that kept the 20 Arab countries non-developed. The region is presently highly exposed, dominated by major dominant world powers of which the Arab region has been excluded”.
To reform and remedy the present unhealthy Arab situation, it was proposed by the authors and others to form an “Arab Union” (AU) modeled on “European Union” (EU), which is expected to give all 20 AU members similar benefits as those already acquired by all EU members. The initiative is very much supported by the many local and foreign geopolitical and techno-economic stimuli factors (for detail sees Chapter 6). We believe no power can prevent the Arabs to undertake the AU initiative, since it was presently smoothly accomplished in forming the “Union of the Mediterranean” (UM) by all Mediterranean Arab and EU countries. What is stopping the Arabs now to unite are their own decision and lack of coordination. They no longer can continue to claim that other powers are stopping them from implementing the union!! The present case of Arab economy and other world countries, calls for such an urgent AU formation and development; mainly to prevent further regional deterioration and foreign interfere in Arabs’ affairs. The AU formation is also very essential/critical step to be taken quickly in order to meet the great expected rise in region’s population, doubling in region’s population from 329 to 600 million in coming two decades. Upgrading the region with an improved techno-economical approach, potentially leads to an advanced status and world’s contribution. Major main AU benefits and anticipated advantages, which already led other nations to high development and advancement, are:
• World‐class R&D activity and funding with full regional development cooperation and coordination
• Educational programs simultaneously integrated with the R&D and other developmental activities
• Development of Arab technology with knowledge transfer to a strong industrial and economic base
• A common and free‐enterprise huge Arab regional open market
• Maintaining current form of Arab government and each member country’s independence (extremely important in conformity not only with EU model but more so with all Arab governments and rulers’ demand)
• Providing the region the extremely important, strong stance in the face of the many present and future geopolitical and economic conditions now imposed on them by the dominating world powers, especially in presence of oil and political divisions within the region
• Allowing the region’s citizens progress, improved living standards and an alternative source of income to offset future volatility in price of oil and other non-industrialized raw material commodities
• Establishing, as now done in EU model, peace and security throughout the region, ending all its local and foreign conflicts and wars
• Giving the region the ability to contribute to world science and scholarship as their ancestors did in the past, “now completely neglected by the present Arab World”
• Formation of AU shall stop the present drain of both the region’s wealth (capital and brain’s, both scientists and other skilled migrant manpower); now the region is rated world number one in exporting this wealth to advanced nations
• The AU unity shall prevent foreign intruders waging wars and Arabs’ land occupation, replacing them with greater geo-trade and cooperation.
The book describes in detail the AU formation modeled on EU along with the anticipated progress gained by 20 member Arab countries and that of the entire world. In order to avoid further future deterioration, the Arabs must similarly and smartly duplicate the same EU model’ steps. Since R&D efforts are responsible for the noticed differences between highly developed/advanced and non-developed countries/regions, great emphasis throughout the book, including several sections and chapters, is placed on R&D enhancement in the region. Emphasis, is placed also on the first ayah in Quran (Muslim’s holy book), “Read, write and perform R&D” which was introduced ahead of Muslim prayer teaching.
Analogous to the first founding in 1957 of the six Western European nations of the EEC, followed then over the last 5 decades by gradually developing it to present European Union status, the Arab countries can similarly and smartly, duplicate the act by the initiation of the six member GCC Arab Gulf union with the help and advice of the Arab League and “EU” aid and advice. The GCC’s accomplished good progress combined with its present vast wealth not only make it best candidate for this initiative role but GCC is most qualified to lead Arab Union in initiation of this great AU task. Without a stressing harmful monetary finance, GCC can confidently and gradually expanding AU to include the rest of Arab nations. We are very much certain that AU sponsoring and GCC endorsement constitute a major stimulus to rush the rest of Arabs countries to follow suit in joining AU. The AU model is further generalized to cover other qualified underdeveloped world nations/regions that fit the transformation criteria and are sufficiently determined to confront the challenges, to change their status from an underdeveloped to a highly developed-advanced region, as was accomplished previously by EU and many other advanced and emerging world nations/regions and why not?
